The software is designed to function as a massively parallel symmetric distributed system that does not use "servers" and does not have any "single points of failure". Each installation of IPDOS (tm) is a node, and nodes use a variety of methods to find and maintain communication with each other. There are no DNS or other servers with special roles that a territorial government can block in order to disable access to this network within a territory.
