By design, no territorial government can prevent any person from accessing this forum for speech.

Anywo, worldwide, who can acquire a personal computer, install IPDOS (tm), and purchase anonymous credentials from any other person, can access this forum for speech. Newly created credentials can be purchased only from Wo'O IdeaFarm. But existing credentials can be sold by any person to another in exchange for any form of payment.

Even if a territorial government becomes able to prevent a person from purchasing new credentials from Wo'O IdeaFarm, that person will still be able to purchase existing credentials in the open market. As long as Wo'O IdeaFarm remains able to sell new credentials anywhere in the world, those new credentials can flow through the open market into the territory attempting to block their purchase. Since the software is open source, access to the software executables will be preserved for all of humanity as long as wo person has a copy of the source code. Any person who has a copy of the source code can built it and, with credentials, use it.

The software is designed to be practically impossible to block. The software is designed to function as a massively parallel symmetric distributed system that does not use "servers" and does not have any "single points of failure". Each installation of IPDOS (tm) is a node, and nodes use a variety of methods to find and maintain communication with each other. There are no DNS or other servers with special roles that a territorial government can block in order to disable access to this network within a territory.
